4 pups in park

I just found four 6-week-old puppies, no doubt dumped, all identical --black with a bit of white under the chin and the dreaded white paws. Can anyone help these puppies? I know everyone is maxed out and this is a shot in the dark, but it's a shot I must make nevertheless.
