If Commissioner of Oaths is something like a Notary Public, then you can find those in district court offices.

Last time I went to the district court in Xindian located here:

Office of Notary Public
Taipei District Court
#248, Zhongxing Road, Sec. 1, Xindian, Taipei
8919-3866 ext. 250 - 269

I think the Shilin branch of the district court also has a notary public office.
