K-12 schools: Didn't cut anything, but I reckon there's probably a lot of inefficiency there. Wouldn't cut the budget, but would make the spending far more accountable and inefficient.
Health and Social Services:
Welfare (complete)
In-home services (complete)
Medi-Cal services (complete)
Grants to elderly and disabled (complete)
Medi-Cal for legal immigrants (complete)
The problem with the first two is that there'd probably be a drop-off in federal funding and/or increased costs that would cancel out the benefits, so what's the point? Still, I think people should have to work or take out compulsory disability insurance.
Colleges and universities:
Fundinf for UC campuses ($783 million)
Funding for Cal States ($775 million)
Funding for community colleges
Not really sure how to go about this one, but there need to be higher fees to actually make sure that the truly smart kids get to university, not every man and his dog. I'd be happy to throw some of the surplus at the smart (but poor) kids.
Public safety:
Release prisoners (complete)
Illegal-immigrant inmates (complete)
The prison system seems like a farce.
Other:
Cut state payroll
Cut legislature's budget
Fuck it, let's trim the fat. Unfortunately, "sack the lot of the bastards" wasn't an option.
Increased totally:
Gas tax
Alcohol tax
Cigarette tax
Crude oil tax
Time to wean everyone off oil. Likewise, if people want to do stupid things to themselves, be my guest.
Surplus: $4,582,000,000
Yeah baby, who's your daddy?!
Yeah, but you're counting the number of votes you got on the fingers of one hand.
