Panniers on road bikes

Toying with the idea of fitting some panniers on my road bike. I use it for long distance touring 1000km+ (and commuting). Are the cheap panniers and bags OK?
I usually have a relatively light load- 5kg.

5kg is really lightweight for touring, even a cheap pair of panniers will have no problem. Just make sure to get panniers/bags with a rain cover. Do you have rack mounts on your frame?

Yes do you have proper rack mounts/eyelets on your frame? Can be a bit awkward otherwise, but there are solutions.
Frame bags and the like are useful options too:

no rack mounts on Giant TCR, but there I saw some ROS pannier racks which don't need
