Where can I find Filipinos who are fluent in Tagalog, Chinese, and English?

Hi, can anyone advice where I can find Filipino who is fluent in Chinese & English in Taiwan?
Any specific forum they gathers in?
In addition, where do high educated Filipino usually studies abroad in? Australia? US? Or?

I've seen a few Philippine maids fluent verbally in the three.

Chinatown in Manila. But they'd likely be Huaqiao so you'd have to pay them a living wage.
