There was a company that used to do something like that but I'm not sure if they are still in business. The hardest part is you need a business(legal that is) registered to an address that it actually does business at. There are no off the shelf corporations here afaik.

You have to apply to get in. If you're one of the selected teams (they look for teams in the local mobile space), you get mentorship and space to work out of for six months, after which you do a demo in front of investors. At that point, you may get funding to continue.
