It says that there is no cost to the program and they have cozy open space (24-hrs)?

You have to apply to get in. If you're one of the selected teams (they look for teams in the local mobile space), you get mentorship and space to work out of for six months, after which you do a demo in front of investors. At that point, you may get funding to continue.
