If you like cooking and your spouse have household register of Taipei City, please attend the cooking contest held by Department of Civil Affairs, Taipei City Government.

Judging from the topic of the contest, new Taiwanese food (a fusion of your foreign homeland's cuisine with Taiwan's cuisine, in a main dish), I'm guessing it is a way of celebrating the fusion in population and culture which such immigrant marriages represent, and making immigrant spouses feel welcome.
