Taipei City NPA FAP address

I have performed a search, honestly, but I cannot find the address and location of the Taipei City NPA FAP. Can some kind soul help me out?

Also, as a sidebar. I have 3 different places where I live, but my name is only on the contract of my Taipei residence. I'd like to use my Taichung address, as that is the most permanent of the three. But would that mean I'd have to apply to the FAP in Taichung? If so, I will have to use the Taipei address. It is a small consideration, but one I have, nonetheless.

If you're going there, it is only a block at most from Exit 5 of the Ximen MRT Station, on the right, heading north on Zhonghua Rd., Sec. 1. From that direction, Yanping Rd. is on the other side of the FAP building and you never see Yanping.
