I our case a letter from my side stating that my wife lives with me was enough for her to get the ARC changed.
In Tainan I didn't even need that. I just took the telephone bill with my wife's name on it and they changed it. They reckon that as long as they can reach you at that address they're happy (Tainan NIA office, anyway - as they told me, I could also use my mum-in-laws address).
Then again, I guess it depends who you ask.
