I believe that you have to get your official listing of INCOME from your local tax bureau first, before you can file.
I also seem to recall that such listing(s) of INCOME are not available until May.

I've only ever filed using the white paper from the employers and it's always been fine. Never had any kind of official listing on income from the tax bureau.

I filed my 2010 Taiwan taxes back in February. All I used were my employer tax receipts.
Not sure if this helps.
I had to file as I was pursuing a new ARC and my employer couldn't apply for my work permit until I had squared away my taxes from the previous year.
