What is the "IP" TV feature many set top boxes have on them?

What is the "IP" TV feature many set top boxes have on them?

In searching for a box to record my TV, I've come across many D-TV and TV to monitor boxes have some thing called IP TV.

People say it is sort an open service kind of like MOD, but.. no one in my area seems to know any more. What is it? What organizations or companies are providing programming for it and how much?
