Getting a decent broadband connection in Taiwan

I recently signed up for a 10M connection with Hoshin (BB), I'm still on the 7 days trial, to servers around Taiwan, the speedtest.net test shows accurate bandwidth but when I try to download from site like Rapidshare, I get like 50~100kb/s which is awful for a so called 10M 599 a month, I'm still on their trial period so I'm wondering if there's any better deals out there with other companies, help please?

The other pupils glance eagerly across at the professor to see if this pupil has hit upon the solution, but their tutor smiles knowingly and shakes his head.
'No,' he says. 'The answer is that there is no solution to this conundrum. It is an impossible problem. It is a philosophical trick question that cannot be answered."

Try Zhonghua Tel. I'd been using them for the last 10 years and they have never throttled my download speed at all.
