Post paid SIM card with no monthly fee

I was told that Taiwan Mobile had over 2 years ago a promotion for a post paid SIM card with no monthly fee (obviously the rate is not that good), since I'm not calling that much, this is the best option for me, unfortunately when I got here, this option is gone. Anyone still has this SIM card laying around and not going to use it? I don't mind with the higher calling rate, since I don't call that much, I care more about the monthly fee.
