Is there a 'file accessed' log for computer files?

When I right-click on a file, the "last accessed" stamp is always "today". That seems a little odd to me... of course I know I'm viewing the file right now; what I want to know is when it was last ~previously~ accessed. Is a log kept of these "last accessed" stamps, and if so, how do I view it?
