If you had a no papers bike, the fine wouldn't matter as it would be attached to a plate that was not registered to you.

In this case, how did you get a bike that is licensed and plated to you without a license?

Don't need a license to register your bike, thats how he did it.

You have never needed a license to buy a bike/car. You only need an ARC.

Luckily I don't have any fines according to the website but I let my registration and insurance expire and I haven't visited yet. Now I'm just waiting for my new work permit/ARC (new address) to come but I really should have gone already. Will there be a fuss about that?

Gave my scooter to someone else when I left TW without formally transferring the title and always wondered if I'd come back one day and find myself staring at a huge fine or something if I ever wanted to drive again. Luckily, the guy I gave it to did not leave me with any unpaid fines.
