Hi, is it illegal to remove the big rear mud guard on a scooter? The one that the number plate fits on. My scooter has a smaller one covering the wheel already.

No it's not illegal as long a the number plate is still attached, lit and visible. In fact the only bit of plastic you are not allowed to take off is the exhaust guard.

Its my understanding that under Taiwan's no-brainer type-approval regulations, ANY modification to a vehicle, of ANY kind, is illegal.

Its even more than usually likely, therefore, that the great news is untrue.

The good news is that its almost certain that no one gives a shit, except possibly at ownership-transfer inspection.

KEEP any parts you remove.

Also, if you are going to remove the mud guard completely, some of the scooter aftermarket shops have kits for the license plate....or just Macgyver it.
