another idea, talk with M13 (Mordeth13).. he has some kind of tour company... he gets scooters for the foreigners that join his tours.. so he may know how to get the scooter with just a passport.. somewhere.. maybe he will charge you some money.. or maybe he can even bring you around hahaha... he is in forumosa so you can PM him..
Just about Everything can be done in Taiwan!!
