Well, the article says the guy is making a movie in China and that he visited some friends in Taiwan, who took him clubbing around 101. He came to Taiwan to "chill out".

During winter in cities its actually better for them. There is really agressive salt on the ground everywhere to fight ice on the streets and sidewalks. Really bad for the dogs, and nothing they are naturally equipped to handle. Less of a problem in taiwan though you'd think...
