appartment & dogs

Postby MoTi » 18 Feb 2011, 16:01

Really appreciate your comments / help ...

We bought an appartment a year ago. The complex is quite big with around 250 units and we bought one of the last available ones.
Thus the sales offices has closed and was empty for a few months. It has been sold recently and it turns out to be a pet beauty house
(I guess mostly for dogs). Went inside and saw 2 big washing bassins.
The backyard of that shop faces our complex inside-park, so there will be quite a lot of units affected. Regarding us, that new shop is in
fact very close to our place, so we (well, more me than my tw wife) are (very) worried how this situation will turn out to be noisewise.

We are dog friendly, but the permament barking will be definately too much.
And yes, I act here selfish in my own interest, but to all these dog-lovers here, this is our property and of course we like to keep the
current quiet atmosphere ...

Are there any regulations, or laws for such shops to build in at least noise-proof windows or such else ? Any laws/regulation to protect
a community from that kind of stuff ?
I tried to tell management about my concerns, but it look like they don't care about that (which is a pity)
But I guess taiwanese people (probably our tw neighbours too) just take it more easy than me and are willing just to accept this ...

What you suggest me to do ?

Well, if this place is just a place for pet grooming, there would only be animals there during the day. Also, I’ve never seen one of those pet grooming shops with more than a handful of dogs in it at once and rarely ever very noisy.

The dyers are noisy. But most of the time, the grooming area is enclosed, mostly soundproof. Outside, they place stuff to sell, like pet food. Places like such open late 11am most likely and stay open say grooming at 5 or 6, and selling stuff at 11pm.

Hopefully, though, there will be no doggies in the window...

There are noise abatement laws, but I think it's healthy to keep in mind an anecdote I heard ages ago. Upon becoming unemployed, a stateside friend started spending a lot of time at home and realized that their dog was seemingly incredibly listless and tired -- the dog was sleeping all the time. She took the dog to the vet, where the doggie doc asked her: "What do you think your dog was doing all day while you were at work? Dogs sleep a lot."

update:

it gets worse. Just heard that the place will be a kind of a japanese dog-hotel. People going on vacation, and they just drop of
their beloved animal there.
Thus I think it will be round-the clock barking now, and this just 15 meters away from our bedroom.
What I don"t understand, they just make a room without windows to cage them. Then a slide-door to the balcony, where
they put bassins for washing. The balcony itsself seems to get a noise-resistant-window-cover, but I am still very worried,
as I don't think these windows will absorb the noise. I guess I just have to wait what will happen next month, if this shop will open its doors.
Another thing I am curious about is that the owner itsself will live on the second floor.

Anyway, are there any laws about night-noise?
If you have a private dog, then this is a private battle, but if this dog thing will be a business, are there not any rules to oblige ?
I am surprised, that such a shop opens at all, as I live in quite a big community, but I guess, after all it is Taiwan, so ....

Is anybody in a similar situation (even if not) and could kindly me some suggestions what to do, in case the noise gets unbearable.
Isn't there a number for noise-complaints or is it better just to call the police straightforwarded. Is this someting our mafia-management
has to handle ?

I don't why, but I feel quite scared and desperate, even the whole thing hasn't started yet - maybe I worry too much, but it is my property.
