You have provided a quote from Mr. Ma's speech. Unfortunately, however, the content of that has numerous errors and misstatements.
First, the "Republic of China" was succeeded in the United Nations, and all subsidiary agencies, by the "People's Republic of China," according to a decision in the UN General Assembly in Oct. 1971. There is only ONE CHINA in the world, and it is the People's Republic of China.
Also of note, "Taiwan" has never been incorporated into the national territory of China according to the provisions of Article 4 of the ROC Constitution. It can be said that the ROC administers Taiwan, but Taiwan is not a part of ROC national territory.
