"cockroaches" i guess they are called
i got some q's

1. How come some of them can fly but others cannot fly. Are some of them just lazy
2. Do those little white lizards eat them or is it the other way around
3. do they eat durians or do they hate durians like I do
4. how come no one calls them 'palmetto bugs' that's just messed up cmon
5. they seem to know to run away when you turn the lights on but electric lights are like 100 years old or less so did they learn or what because if they can learn that's fucked up man
6. some locals call them "tsang lan" but others call them "xiao chang" and one friend of mine said the translation of "xiao chang" is "little strong (guy)" is that right or is my friend dumb

Some of them are, yes ... German!
German cockroach (Blattella germanica)
... and here's your answer to your flight question ...
It is very closely related to the Asian cockroach, and to the casual observer the two appear nearly identical and may be mistaken for each other. However, the Asian cockroach is attracted to light and can fly rather like a moth, while the German cockroach cannot.

xiao qiao is a stupid Stephen Chow movie plot, where Stephen Chow was begging for sympathy by pretending to care a lot about a roach that got squashed.

in Taigi it's called ka-tsua̍h (虼蠽). The real way to refer to them traditionally would be 蜚蠊.

Everyone is courageous until the roach flies. Be grateful not all fly.

Sometimes you get the bear, sometimes the bear gets you.

Never heard of the term, so I looked it up. Seems it's a regionalism, used by people from the American deep south.
