WCIF steel cut oats and baking supplies in Hualian?

I tried doing some online research in Chinese and English but still have not found what I am looking for in Hualian:

- Steel cut oats (like Bob's Red Mill)
- Baking supplies such as bread flour (not the Carrefour stuff), chocolate chips, yeast, molasses, etc.

Wondering if this stuff even exists in Hualian or if I need to set up something with friends/store owners in Taipei to get my regular supply. If anyone else is looking for this stuff I can bring some extras with me when we move. Thanks in advance!
